Seabrook RAI for Cooling System Alternatives In response to public comments received on the Seabrook Station (Seabrook) license renewal application draft supplemental environmental impact statement (SEIS), from both the Environmental Protection Agency (EPA), Region 1 (ML11304A059) and National Oceanic and Atmospheric Administrations (NOAA) National Marine Fisheries Service (NMFS)

(ML11304A057), the NRC will evaluate the environmental impacts of a range of alternatives for structural and operational modifications to the Seabrook cooling system that could reduce adverse impacts to aquatic resources. For example, EPA recommended that the each alternative characterize the number of organisms to be impinged and/or entrained by the intake structure under the different alternatives. This evaluation will be included in the final SEIS for the Seabrook license renewal application. The NRC does not have the regulatory authority to implement the requirements of the Clean Water Act or to require changes to Seabrooks cooling system. As stated in the EPAs letter to the NRC, the evaluation will not purport to provide or suggest the answers to the ultimate permitting questions that EPA must address under the Clean Water Act.

In order to assist the NRC in the preparation of the response to these comments, please provide copies of any assessment(s) of the environmental impacts associated with the construction and operation of closed-cycle cooling system alternatives, including alternatives for structural and operational modifications to the Seabrook cooling system. Of particular interest are any assessments evaluate the potential environmental impacts to land use, air quality, water resources, terrestrial and aquatic resources (including the estimated number of organisms to be impinged and/or entrained by the intake structure under the different alternatives), human health, socioeconomics, transportation, aesthetics, cultural resources, and waste management.
