SUMMARY
FOR DAVIS-BESSE NUCLEAR POWER STATION REGARDING THE ENVIRONMENTAL LICENSE RENEWAL APPLICATION REVIEW On January 13, 2012, FirstEnergy Nuclear Operating Company (FENOC) representatives, Cliff Custer and Steve Dort, contacted the Nuclear Regulatory Commission (the staff) regarding the Davis-Besse license renewal application. FENOC indicated that a contracted expert review of the severe accident mitigation alternatives (SAMA) analysis submitted as part of its Environmental Report resulted in the discovery of errors. The errors found were the following;
- 1. The conversion factor for hectares to acres was incorrect.
- 2. Farm Land and Non-farmland property values were considered based on the tax assessed value in lieu of market value. Tax assessed value represents approximately 35% of the market value.
- 3. The escalation of decontamination costs did not use the consumer price index per Nuclear Energy Institute (NEI) 05-01 Severe Accident Mitigation Alternatives (SAMA)
Analysis Guidance Document.
- 4. In regard to the core inventory value, the isotopic activity was used in lieu of the required mass value.
Based on a preliminary review by FENOC, Issues nos. 1 and 2 did not result in the discovery of any additional cost-beneficial SAMAs. Issue no. 3 was not fully evaluated but was analyzed by a sensitivity study. This sensitivity study did not result in the identification of cost-beneficial SAMAs. FENOC has not made any determinations on the potential for additional cost-beneficial SAMAs as a result of Issue no. 4. FENOC anticipates that issue no. 4 will cause approximately 34 cases to be re-evaluated.
FENOC anticipates the corrections to the environmental report will be submitted to the staff no sooner than March 30, 2012.
