ENDORSEMENT OF NUCLEAR ENERGY INSTITUTE 11-08, GUIDANCE ON SUBMITTING SECURITY PLAN CHANGES, REVISION 0, DATED DECEMBER 2011
Dear Mr. Kline:
I am responding to your letter dated December 21, 2011 (Agencywide Documents Access and Management System (ADAMS) Accession Number ML120060316), in which you requested that the U.S. Nuclear Regulatory Commission (NRC) staff review and endorse Revision 0 of Nuclear Energy Institute (NEI) 11-08, Guidance on Submitting Security Plan Changes, dated December 2011.
The staff has conducted a thorough review of NEI 11-08, Revision 0, to ensure regulatory accuracy and consistency. As a result of our review, the staff has concluded that certain technical details must be clarified and appropriate revisions made to this document prior to NRC endorsement of NEI 11-08. Enclosed, the staff is providing for your consideration and use, examples of the type of wording that may be considered and basis to support the proposed changes.
