SUMMARY

OF THE U.S. NUCLEAR REGULATORY COMMISSION STAFF'S REVIEW OF THE STEAM GENERATOR TUBE INSERVICE INSPECTION REPORT FOR THE SPRING 2011 REFUELING OUTAGE (TAC NO. ME7025)

Dear Mr. Heacock:

By letter August 15, 2011 (Agencywide Documents Access and Management Systems Accession No. ML11235A728), Dominion Energy Kewaunee, Inc. (DEK, the licensee),

submitted information summarizing the results of the steam generator tube inspections performed at the Kewaunee Power Station during the spring 2011 refueling outage (KR31).

The U.S. Nuclear Regulatory Commission (NRC) staff of the Steam Generator Tube Integrity and Chemical Engineering Branch in the Division of Engineering has completed its review of this report and concludes that the licensee provided the information required by the technical specifications and that no additional follow-up is required. The NRC staff's report is enclosed.

Sincerely,

SUMMARY

OF THE U.S. NUCLEAR REGULATORY COMMISSION STAFF'S REVIEW OF THE STEAM GENERATOR TUBE INSERVICE INSPECTION REPORT FOR THE SPRING 2011 REFUELING OUTAGE DOCKET NUMBER 50-305 By letter dated August 15, 2011 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML11235A728), Dominion Energy Kewaunee, Inc. (the licensee),

submitted information summarizing the results of the steam generator (SG) tube inspections performed at the Kewaunee Power Station (KPS) during the spring 2011 refueling outage (KR31).

The SG lower assemblies at KPS were replaced in 2001. The Westinghouse Model 54F SGs contain 3592 thermally treated Alloy 690 tubes. Each tube has a nominal outside diameter of 0.875-inch and a nominal wall thickness of 0.050-inch. The tubes were expanded hydraulically into the tubesheet and the stainless steel Type 405 tube support plates contain broached quatrefoil holes.

The spring 2011 inspection marked the third in-service inspection since SG lower assembly replacement. At the time of this inspection, the SGs had accumulated approximately 79 effective full power months of operation since the first in-service inspection.

The licensee provided the scope, extent, methods, and results of the SG tube inspections in its August 15, 2011, letter.

Based on a review of the information provided, the NRC staff concludes that the licensee provided the information required by their technical specifications. In addition, the NRC staff concludes that there are no technical issues that warrant follow-up action at this time since the inspections appear to be consistent with the objective of detecting potential tube degradation and the inspection results appear to be consistent with industry operating experience at similarly designed and operated units.
