FEDERAL EMERGENCY MANAGEMENT AGENCY DETERMINATION OF CONTINUED REASONABLE ASSURANCE FOLLOWING THE JUNE THROUGH AUGUST 2011 FLOODING EVENT

Dear Mr. Bannister:

Enclosed is a copy of the Federal Emergency Management Agencys letter from Mr. A. Mitchell, Director, Technical Hazards Division, to Mr. R. Lewis, NRC Director, Division of Preparedness and Response, dated November 22, 2011. This letter discusses the Federal Emergency Managements determination that offsite emergency preparedness remains adequate to protect the health and safety of the public in the event of an emergency at Fort Calhoun Station. Based on the current state of offsite preparedness the Federal Emergency Management Agency has no concerns about Fort Calhoun Station returning to full-power operations.

The purpose of this letter is to communicate FEMAs official determination that offsite emergency preparedness remains adequate to respond to events at Fort Calhoun Station. No response to the Nuclear Regulatory Commission is required.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and its enclosure will be made available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS). ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).
