The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of FirstEnergy Nuclear Operating Company (FENOC or the applicant) held a telephone conference call on November 1, 2011, to discuss and clarify the applicants responses to the staffs requests for additional information (RAIs) concerning the Davis-Besse license renewal application.

REQUESTS FOR ADDITIONAL INFORMATION LICENSE RENEWAL APPLICATION NOVEMBER 1, 2011 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of FirstEnergy Nuclear Operating Company (FENOC or the applicant) held a telephone conference call on November 1, 2011, to discuss and clarify the following response to requests for additional information (RAI) concerning the Davis-Besse license renewal application (LRA).
10/7/2011 Supplemantal Response to RAI 3.3.2.14-1 Discussion: The staff discussed with the applicant why the Davis-Besse fire water storage tank heat exchanger was removed from the scope of license renewal. The staff stated that the fire water storage tank heat exchanger and related equipment used to keep the fire water above the Davis-Besse Fire Hazards Analysis Report (FHAR) minimum temperature limit needs to be included in the scope of license renewal and subject to aging management. The applicant identified that the heat exchanger and tank recirculation equipment in question is credited with ensuring the appropriate initial conditions and, therefore, this equipment is not in scope.
Additionally, the applicant stated that NUREG-1800, Standard Review Plan for Review of License Renewal Applications for Nuclear Power Plants, Revision 2, Section 2.1.3.1.3, Regulated Events, page 2.1-8, specifically states that an applicant need not consider hypothetical failures or second-, third-, or fourth-level support systems in determining the systems, structures and components within the scope of the rule under 10 CFR 54.4(a)(3).
ACTION: Staff would review the response and the information discussed, and consider whether another RAI is necessary.
