NRC Telecon Regarding Davis-Besse License Renewal NRC Attendees:
Sam Cuadrado de Jesus, Allen Hiser, Christopher Sydnor, On Yee FENOC Attendees: Allen McAllister, Larry Hinkle, Steven Dort This telephone conference call was initiated by Sam Cuadrado de Jesus, NRC Project Manager for Davis-Besse License Renewal. The telecon took place at 11:00 A.M. on December 8, 2011. The purpose of the call was to discuss the FENOC response to NRC request for additional information (RAI) 4.7.4-1 regarding the HPI/makeup nozzle thermal sleeve time-limited aging analysis (TLAA), submitted by FENOC letter dated October 31, 2011 (ML11306A066).
- 1. Relative to commitment 23 of the LRA, the NRC reviewer wanted clarification as to why the commitment to replace the high pressure injection (HPI)/makeup nozzle thermal sleeve was removed.
FENOC responded that since the HPI/makeup nozzle thermal sleeve TLAA was dispositioned using 10 CFR 54.21(c)(1)(iii) where the effects of cracking on the thermal sleeve are managed by the Inservice Inspection (ISI) Program, the commitment to replace the thermal sleeve was no longer deemed applicable. FENOC noted that the VT-1 visual examination of the HPI/makeup nozzle thermal sleeve conducted on a frequency of once every other refueling outage will continue through the period of extended operation. It was further noted that subsequent inspections conducted after replacement of the HPI/makeup nozzle thermal sleeve in the Cycle 13 refueling outage found no indications of cracking.
The NRC staff found the above clarification acceptable and had no further questions or applicant follow-up actions.
- 2. Relative to the ISI Program, the NRC reviewer wanted to know the type and frequency of the inspection for the HPI/makeup nozzle thermal sleeve.
FENOC responded that this information was included in the changes to the License Renewal Application (LRA) associated with the response to RAI 4.7.4-
- 1. Specifically, revised LRA Sections 4.7.4 and A.2.7.4 provide that the ISI Program requires a VT-1 visual examination of the makeup nozzle once every other refueling outage.
The staff found the above clarification acceptable and had no further questions or applicant follow-up actions.
There was no further discussion, and the call was concluded.
