NRC Telecon Regarding Davis-Besse License Renewal NRC Attendees:
Sam Cuadrado de Jesus, Seung Min, Kenneth Karwoski, Christopher Hunt, Andrew Johnson FENOC Attendees: Cliff Custer, Allen McAllister, Larry Hinkle, Luke Twarek This telephone conference call was initiated by Sam Cuadrado de Jesus, NRC Project Manager for Davis-Besse License Renewal. The teleconference took place at 11:00 A.M.
on December 12, 2011. The purpose of the call was to discuss the FENOC response to NRC request for additional information (RAI) 3.1.2.2.16-2 regarding inspections to manage cracking due to primary water stress corrosion cracking of the steam generator tube-to-tubesheet welds, submitted by FENOC letter dated November 23, 2011.
The NRC began the teleconference with two requests listed as follows:
- 1. Clarify if the gross visual inspection will be conducted on the welds on the hot leg, cold leg, or both legs. In addition, describe the extent of the visual inspection, and clarify if the gross visual inspection will be conducted on each tube-to-tubesheet weld.
- 2. Clarify whether the gross visual inspection is equivalent to EVT-1, VT-1, or VT-3 inspection. In addition, describe how the visual inspections will be coupled to the eddy-current inspections in order to detect and manage the aging effect.
For request number 1, FENOC responded that the extent of the visual inspections is 100% for both the upper tubesheet tube-to-tubesheet welds (i.e., tube-to-tubesheet welds subjected to hot leg temperatures) and the lower tubesheet tube-to-tubesheet welds (i.e., tube-to-tubesheet welds subjected to cold leg temperatures).
For request number 2, FENOC responded that the gross visual inspection is not an ASME inspection. The gross visual inspection will consist of a remote-visual examination using a camera manipulator to obtain a straight on view of the weld from above. The gross visual examinations will be performed by personnel who are qualified for visual examination (i.e., are certified VT-1 or VT-3 examiners) and are knowledgeable in the type of tube-to-tubesheet welds being examined (i.e., fillet welds). In addition, FENOC responded that the eddy-current inspections are fully qualified to detect cracking in the tube-to-tubesheet joint. Any crack in the weld that would propagate to the tube OD or into the tube would be detected.
The NRC indicated that an RAI will be issued to address the above requests.
