Follow-up to 11/14 telecom On 11/14 a telecom was conducted to discuss additional information to RAI B.2.22-5. We agreed to provide a proposed response related to the moisture barrier. The proposed response and proposed amended commitment # 36 are below:

Proposed Response:

During each refueling outage FENOC will perform visual inspections, for deterioration, of 100% of the accessible surfaces of the external containment moisture barrier located in the sand pocket area.

Descriptions of deteriorated moisture barrier areas will be entered in the FENOC Corrective Action Program and actions will be established to address the condition.

Proposed amendment to commitment #36:

2 We intend to formalize this response as a supplemental response early next week. Please provide reviewer comments to this proposed response if applicable.

The telecon took place at 12:30 PM on November 14, 2011. The purpose of the call was to discuss the FENOC response to Davis-Besse license renewal NRC structural request for additional information (RAI)

B.2.25-5 regarding the Containment annulus area. The discussion summary and action item are as follows:

RAI B.2.22-5 Containment Annulus Area Degradation

Background:

FENOC provided a response to RAI B.2.22-5 regarding management of the containment vessel exterior surface in the annulus area (sand pocket region) by letter dated September 16, 2011 (ML11264A059). The response was discussed with the NRC in a telephone conference call on October 5, 2011.

Discussion:

The NRC stated that, based on NRC observation of the annulus moisture barrier during the Cycle 17 Mid-cycle Outage in October 2011, the third bulleted item in license renewal future Commitment 36 needed to be revised to address periodic inspection of the moisture barrier. FENOC agreed that, while the moisture barrier is periodically inspected, the moisture barrier was not currently identified for inspection in license renewal documents, and would add the moisture barrier inspection to license renewal future Commitment 36.

Action:

FENOC to provide a supplemental response to RAI B.2.22-5 to revise the third bulleted item in license renewal future Commitment 36 to include periodic inspections of the annulus moisture barrier.
