RE: NRC Transparency Mr. Saporito -

You e-mail was forwarded to me to respond to. I am a Senior Communications Assistant at the NRC and facilitate many of our public meetings.

First of all, let me apologize for what I will characterize as the stacking of NRC public meetings involving subjects stakeholders might be interested in. I can assure you that we are serious about involving the public in our processes and do not wish to create any circumstances that would prevent members of the public from participating in our public meetings.

Unfortunately, conducting such a large number of public meetings means there will be times when conflicts occur with our scheduling, especially when different staff members are scheduling meetings under different constraints. I agree that we can do better when it comes to avoiding conflicts and will speak with the staff that are in charge of our public meeting schedule about monitoring our schedule closer to take steps to, if at all possible, avoid these kinds of situations in the future. I will also take steps to communicate with staff in general and provide guidance on avoiding these types of conflicts.

In the meantime, I will check with the staff that are in charge of the three meetings you noted to see if any of them are being transcribed, summarized or otherwise captured in a way that you can know what discussions occurred at these meetings.

Please let me know if you have any questions, Lance J Rakovan Senior Communications Specialist Office of the Executive Director for Operations US Nuclear Regulatory Commission Washington, DC 20555 (301) 415-2589 (301) 415-2700 fax lance.rakovan@nrc.gov

NRC Transparency

Dear Chairman Jaczko:

The U.S. Nuclear Regulatory Commission (NRC) has maintained that it is a transparent agency affording members of the public ample opportunity to participate in NRC meetings held with agency licensees so that the public may better understand the operations of the agency.

However, recent scheduling activities by the NRC demonstrate that the agency holds little regard for the public's interest and availability to attend and participate in scheduled NRC public meetings.

For example: the NRC currently has the following public meetings scheduled:

  • October 3rd, at 9am central time - Entergy Operations - regulatory conference - public meeting

Public Meeting

  • October 3rd, at 1pm eastern time - Browns Ferry Nuclear Plant -

public meeting As can be seen from the above, the NRC's scheduling process leaves much to be desired and seriously limits the public's ability to attend the agency's schedule public meetings. Thus, the public is FORCED to choose which NRC meeting to attend!

It is respectfully requested that the Commission ORDER its subordinate Regional Offices to reschedule the above meetings to allow members of the public a fair opportunity to attend ALL of the above scheduled public meetings. Moreover, please ensure that all future NRC public meetings are coordinated to permit members of the public to attend each meeting.
