Westinghouse Non-Proprietary Class 3 WESTINGHOUSE ELECTRIC COMPANY LLC 1.0 TEST PROGRAM OBJECTIVE The objective of this test program was to environmentally and seismically qualify the Analog Input (AI)687 and A1688 modules, [ ]a,,, for use in the Westinghouse Common Q Platform PAMS. In addition to the A1687 and A1688 modules, certain supporting components were also environmentally and seismically qualified by the testing performed.

The environmental qualification performed met the technical requirements of the Institute of Electrical and Electronics Engineers, Inc. (IEEE) Std 323-1983 (Reference 1) for equipment located in a mild environment. The seismic qualification testing performed met the technical requirements of IEEE Std 344-1987 (Reference 2). This test program also addressed the I ]ac requirement for demonstrating seismic adequacy of [ ]a,, seismic-sensitive components for the [ ]a,c.

SUMMARY

AND OPEN ITEMS 2.1 Test Summary The EUT identified in Table I and Table 2 were subjected to environmental and seismic testing, as specified in [ ]a,c. Environmental testing was conducted in accordance with IEEE Std 323-1983 (Reference 1) [

]a'c. Seismic testing was conducted in accordance with IEEE Std 344-1987 (Reference 2) [ ]a,c.

Both sequences of testing were performed [ ]a~Cduring July and August 2010.

The test program consisted of the following test sequence:

]a,c Environmental testing was performed on the EUT identified in Table I to the environmental profile identified in Figure 1. Results from the testing are discussed in Section 7.2 and show that the EUT demonstrated acceptable performance per Section 5.3.

[ ]a'c SSE test runs to the RRS identified in Figure 9. [

]a,,b, the A1687 modules were qualified to the TRS identified in Figure 26 through Figure 28. The A1687 modules demonstrated acceptable performance per Section 5.3 at the [ ]a,, SSE RRS, shown in Figure 26 through Figure 28. All other Table 2 EUT demonstrated acceptable performance per Section 5.3 during the Phase 1 seismic testing RRS of Figure 9.

The A1687 and A1688 modules were not required to perform acceptably during the Phase 2 seismic testing, however were monitored for information. The EUT identified in Table 2, were subjected to

[ ]a, OBE test runs that envelope the RRS identified in Figure 10 and Figure 11, and

[ ]a, SSE test runs to the RRS identified in Figure 12 and Figure 13. All Table 2 EUT aside from the A1687 and A1688 modules demonstrated acceptable performance per Section 5.3 during the Phase 2 seismic testing.

3.0 DESCRIPTION

OF TEST PROGRAM AND TEST SPECIMEN 3.1 Test Specimen The EQ test configuration for environmental and seismic testing is identified in

]ac 3.2 Modifications No modifications were made to the test specimen prior to or during the test program that impacts the qualification of the EUT.

Westinghouse Non-Proprietary Class 3 WESTINGHOUSE ELECTRIC COMPANY LLC 4.0 QUALITY ASSURANCE All work on this test program was performed in accordance with Westinghouse Electric Company, LLC Quality Management System, which complies with applicable requirements of 10CFR50, Appendix B (Reference 10). Defects are reportable, in accordance with the requirements of 10CFR21 (Reference 11). All instrumentation required for the test [

]ac was in calibration, traceable to the National Institute of Standards and Technology (NIST).

Westinghouse Non-Proprietary Class 3 WESTINGHOUSE ELECTRIC COMPANY LLC 5.0 PROGRAM REQUIREMENTS The environmental and seismic testing of the components identified in Table 1 and Table 2 support the requirements identified for the [ ]ac platform.

5.1 Environmental Testing Requirements 5.1.1 Environmental Conditions The environmental qualification requirements [ are identified in the Common Q Topical Report, WCAP-16097-P-A (Reference 12). The EUT identified in Table 1 were subjected to the environmental profile identified in Figure 1 which envelops the requirements identified in Reference 12.

5.1.2 Environmental Performance Criteria The test specimens were required to operate within the specified tolerances identified in I ]a,,, and copied below in Section 5.3 during the environmental profile contained in Figure 1.

5.2 Seismic Testin2 Requirements 5.2.1 Seismic Conditions Seismic testing was performed in accordance with IEEE Std 344-1987 (Reference 2). The I ]ax seismic conditions identified in [ ]a" are shown in Figure 2 through Figure 7. The OBE RRS is shown in Figure 2 through Figure 4 for the front-to-back, side-to-side, and vertical directions, respectively. The SSE RRS is shown in Figure 5 through Figure 7 for the front-to-back, side-to-side, and vertical directions, respectively.

]ac, an additional phase of testing was performed. The Phase 2 RRS is specific to the [ ]a-c application. The OBE RRS is shown in Figure 10 and Figure 11 for the horizontal and vertical directions, respectively while the SSE RRS is shown in Figure 12 and Figure 13, for the horizontal and vertical directions, respectively.

I ]a~c All RRS shown in Figure 2 through Figure 13 contained the 10% margin recommended by IEEE Std 323-1983 (Reference 1).

An additional screening test for HRHF was performed for information only at the conclusion of all required seismic qualification testing. [

]a,b c The RRS for the HRHF screening test for all directions at 5% critical damping is shown in Figure 14.

5.3 Performance Requirements The A1687 and A1688 modules shall operate within the specified tolerances identified in

[ ]a,c and copied in Table 3. The tolerances identified in Table 3 and Reference 13 are based upon those identified in [ ]aC for the WBT PAMS.

All EUT shall maintain structural integrity before, during, and after all acceptable seismic test runs.

The A1687 modules demonstrated acceptable performance per Section 5.3 at the [ ]a'c SSE RRS shown in Figure 26 through Figure 28. All other Table 2 EUT demonstrated acceptable performance per Section 5.3 during the Phase 1 seismic testing RRS of Figure 9.

The A1687 and A1688 modules were not required to perform acceptably during the Phase 2 seismic testing, however were monitored for information. The EUT identified in Table 2 were subjected to

.(i) The information sought to be withheld from public disclosure is owned and has been held in confidence by Westinghouse.

(ii) The information is of a type customarily held in confidence by Westinghouse and not customarily disclosed to the public. Westinghouse has a rational basis for determining the types of information customarily held in confidence by it and, in that connection, utilizes a system to determine when and whether to hold certain types of information in confidence. The application of that system and the substance of that system constitutes Westinghouse policy and provides the rational basis required.

Under that system, information is held in confidence if it falls in one or more of several types, the release of which might result in the loss of an existing or potential competitive advantage, as follows:

(a) The information reveals the distinguishing aspects of a process (or component,.

structure, tool, method, etc.) where prevention of its use by any of

(b) It consists of supporting data, including test data, relative to a process (or component, structure, tool, method, etc.), the application of which data secures a competitive economic advantage, e.g., by optimization or improved marketability.

(c) Its use by a competitor would reduce his expenditure of resources or improve his competitive position in the design, manufacture, shipment, installation, assurance of quality, or licensing a similar product.

(d) It reveals cost or price information, production capacities, budget levels, or commercial strategies of Westinghouse, its customers or suppliers.

(e) It reveals aspects of past, present, or future Westinghouse or customer funded development plans and programs of potential commercial value to Westinghouse.

(f) It contains patentable ideas, for which patent protection may be desirable.

There are sound policy reasons behind the Westinghouse system which include the following:

(a) The use of such information by Westinghouse gives Westinghouse a competitive advantage over its competitors. It is, therefore, withheld from disclosure to protect the Westinghouse competitive position.

(b) It is information that is marketable in many ways. The extent to which such information is available to competitors diminishes the Westinghouse ability to sell products and services involving the use of the information.

(c) Use by our competitor would put Westinghouse at a competitive disadvantage by reducing his expenditure of resources at our expense.

4 CAW- 11-3299 (d) Each component of proprietary information pertinent to a particular competitive advantage is potentially as valuable as the total competitive advantage. If competitors acquire components of proprietary information, any one component may be the key to the entire puzzle, thereby depriving Westinghouse of a competitive advantage.

(e) Unrestricted disclosure would jeopardize the position of prominence of Westinghouse in the world market, and thereby give a market advantage to the competition of those countries.

(f) The Westinghouse capacity to invest corporate assets in research and development depends upon the success in obtaining and maintaining a competitive advantage.

(iii) The information is being transmitted to the Commission in confidence and, under the provisions of 10 CFR Section 2.390; it is to be received in confidence by the Commission.

(iv) The information sought to be protected is notavailable in public sources or available information has not been previously employed in the same original manner or method to the best of our knowledge and belief.

(v) The proprietary information sought to be withheld in this submittal is that which is appropriately marked in EQLR- 171 -P, Revision 1, "Analog Input (AI)687 and A1688 Modules and Supporting Components for use in Common Qualified (Common Q)

Post Accident Monitoring System (PAMS)" (Proprietary) for submittal to the Commission, being transmitted by Tennessee Valley Authority letter and Application for Withholding Proprietary Information from Public Disclosure, to the Document Control Desk. The proprietary information as submitted by Westinghouse is that associated with the Post-Accident Monitoring System (PAMS) and may be used only for that purpose.

(a) Assist the customer in providing technical licensing information to the NRC that is required for approval of the Watts Bar Nuclear Unit 2 PAMS System.

Further this information has substantial commercial value as follows:

(a) Westinghouse plans to sell the use of similar information to its customers for the purpose of licensing in-core instrumentation systems.

(b) Its use by a competitor would improve his competitive position in the development and licensing of a similar product.

(c) The information requested to be withheld reveals the distinguishing aspects of a design developed by Westinghouse.

Public disclosure of this proprietary information is likely to cause substantial harm to the competitive position of Westinghouse because it would enhance the ability of competitors to provide similar calculations, analysis and licensing defense services for commercial power reactors without commensurate expenses. Also, public disclosure of the information would enable others to use the information to meet NRC requirements for licensing documentation without purchasing the right to use the information.

The development of the technology described in part by the information is the result of applying the results of many years of experience in an intensive Westinghouse effort and the expenditure of a considerable sum of money.

In order for competitors of Westinghouse to duplicate this information, similar technical programs would have to be performed and a significant manpower effort, having the requisite talent and experience, would have to be expended.
