Technical Specification Changes to Allow Use of AREVA Advanced W17 High Thermal Performance Fuel (TAC Nos. ME6538 and ME6539)," dated October 14, 2011 By the Reference 1 letter dated June 17, 2011, the Tennessee Valley Authority (WVA) submitted a request for amendment to the Technical Specifications (TSs) for Sequoyah Nuclear Plant (SQN), Units 1 and 2. The amendment request proposed to

U.S. Nuclear Regulatory Commission Page 2 November 14, 2011 allow use of AREVA Advanced W17 High Thermal Performance (HTP) fuel at SQN. The Reference 2 letter provided supplemental information requested by the NRC on July 21,

.2011, in a telephone call between TVA and Nuclear Regulatory Commission (NRC) representatives. In the Reference 3 letter, the NRC requested additional information regarding the proposed changes to the TSs and noted that it had been previously agreed that a response would be provided within 30 days from the date of the letter.

The enclosures to this letter include the TVA response to the NRC request for additional information (RAI). No changes have been made to the enclosure and attachments of the Reference 1 letter or to the supplemental information provided in the attachments to the Reference 2 letter.

Enclosure 1 to this letter contains information that AREVA NP Inc. (AREVA NP) considers to be proprietary in nature and subsequently, pursuant to 10 CFR 2.390, "Public inspections, exemptions, requests for withholding," paragraph (a)(4), it is requested that such information be withheld from public disclosure. Enclosure 2 contains the redacted version of Enclosure 1 with the proprietary material removed and is considered suitable for public disclosure. Enclosure 3 contains the affidavit supporting the request for withholding from public disclosure.

TVA has determined that the information provided by this letter does not affect the no significant hazards considerations associated with the proposed license amendment request (LAR) provided in the Reference 1 letter. The proposed LAR still qualifies for a categorical exclusion from environmental review pursuant to the provisions of 10 CFR 51.22(c)(9). Additionally, in accordance with 10 CFR 50.91 (b)(1), TVA is sending a copy of this letter and the enclosures to the Tennessee State Department of Environment and Conservation.
