SUMMARY
OF NOVEMBER 8, 2011, CATEGORY II PUBLIC MEETING WITH THE BOILING WATER REACTOR OWNERS GROUP (BWROG)
On November 8, 2011, U.S. Nuclear Regulatory Commission (NRC) staff met with representatives of the BWROG, in a public meeting at NRC Headquarters in Rockville, Maryland. The meeting notice for this meeting indicates this was to be a topical report pre-submittal meeting to discuss upcoming submittals of two topical reports covering risk-informed technical specification (RITS) Initiatives 4a and 6b. At the meeting, however, the BWROG stated that the RITS Initiatives would be documented in technical specification task force (TSTF) travelers instead of topical reports. This meeting summary will therefore refer to the proposed RITS Initiatives with respect to TSTF travelers rather than topical reports. Material presented by the BWROG may be viewed on the Agencywide Documents Access and Management System at Accession No. ML11314A007. The enclosure provides a list of those in attendance.
The purpose of the meeting was for the BWROG representatives to present their proposed technical evaluation of RITS initiatives 4a and 6b, to review resolution of NRC concerns from previous submittals of these initiatives and to obtain NRC staff feedback. RITS Initiatives 4a and 6b are identified as follows:
Initiative 4a-Risk-Informed Completion Time Extensions for the Standby Gas Treatment (SGT)
System and Main Control Room Environmental Control (MCREC) System for BWR Plants, and Initiative 6b-Risk-Informed Modifications to Selected Technical Specifications for Conditions Leading to Exigent Plant Shutdown for BWR Plants.
The BWROG first submitted Initiatives 4a and 6b in July 2006. In January 2007, the NRC staff informed the BWROG representatives that the technical approach taken was not acceptable for review mainly because consistency with defense-in-depth philosophy, and maintaining safety margins were not adequately addressed.
At this meeting, a BWROG representative explained improvements made to the Initiatives which led to significant revisions to the previous technical approach. These are summarized on slide 8 in the BWROG presentation slides. A synopsis of the BWROGs risk assessment approach, results, and system evaluation of defense-in-depth and safety margins are presented in slides 9 through 14. A synopsis of what will appear in the proposed TSTF Travelers is presented in slides 15 and 16. A BWROG representative stated that the BWROG is planning to submit the proposed TSTF Travelers for Initiatives 4a and 6b by February 2012.
Mr. Andrew Howe of the NRC Division of Risk Assessment (DRA) provided the following feedback concerning the RITS Initiatives to the BWROG:
- 1. There are scarce resources (NRC staff) in DRA to do any kind of significant review of new risk-informed proposed generic changes. This item may therefore be given a low priority.
- 2. The NRC intends to promote the RITS 4b process rather than individual Completion Time extensions such as are being proposed. The upcoming pilot of 4b at Vogtle may explore extending 4b to systems similar to the two identified for this proposed TSTF. The NRC would encourage the BWROG to seriously consider piloting 4b rather than pursuing individual LCO extensions.
Representatives of the BWROG acknowledged the feedback. Members of the public were not in attendance.
