ER# 10-0423-042-B NRC: Limerick Generating Station Relicensing Project, Fricks Lock Village Rehabilitation and Mothballing, E. Coventry Twp., Chester Co.

Dear Mr. Frens:

The Bureau for Historic Preservation (the State Historic Preservation Office) has reviewed the above named project in accordance with Section 106 of the National Historic Preservation Act of 1966, as amended in 1980 and 1992, and the regulations (36 CFR Part 800) of the Advisory Council on Historic Preservation as revised in 1999 and 2004. These regulations require consideration of the project's potential effect upon both historic and archaeological resources.

As a licensee of the Nuclear Regulatory Commission, seeking relicensing, Excelon Generation Company must manage and protect the historic properties within their Area of Potential Effect of the Limerick Generating Station as per the National Historic Preservation Act. Tio this end, Excelon developed the Limerick Generating Station, Units I and 2 (LGS) Cultural Resources Management Plan. The plan identifies historic properties and how they will be treated, as well as a process on how they will consult under Section 106 of the National Historic Preservation Act.

Most of Frick's Lock Village lies within the Area of Potential Effect of the Limerick Generating Station. As a part of their stewardship of this National Register listed property, Excelon is working with the East Coventry Township to insure the preservation of this historic property. It is our opinion that the proposed Frick's Lock Village Rehabilitation and Mothballing plans meet the Secretary of the Interior's Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings as well as follows prescribed treatments found in Preservation Brief #3 1 for Mothballing Historic Buildings.

We look forward to continued consultation with all partiesas the relicensing process and rehabilitation projects moves forward. To insure that these plans are carried out, we recommend that they made a condition of the relicensing.
