Background:
By letter dated January 5, 2011, the staff issued RAI 4.7.9-1 concerning LRA Section 4.7.9, TLAA for canopy seal clamp assemblies, and requested clarification of the effects of aging on canopy seal clamp assemblies and to justify that the TLAA disposition is appropriate for the effect of aging of the canopy seal clamp assemblies. In its response dated February 3, 2011, the applicant stated that there is no specific aging effect identified for canopy seal clamp assemblies; however, there is an aging effect identified for the Head Adapters since a fatigue analysis was developed using design transients over the current operating term. The applicant also revised the summary description of LRA Section 4.7.9 to address the evaluation of the head adapters for the period of extended operation.
Issue:
From a review of LRA Table 3.1.2-2, Reactor Vessel, the staff could not identify an AMR line item for head adapters that addresses an aging effect. Furthermore, in the LRA Section 4.7.9 revision, the applicant stated that the canopy seal clamp assemblies were designed for a 40 year design life; but the 60-year fatigue analysis evaluation is performed for the head adapters. The applicant has not identified the relationship between the canopy seal clamp assemblies and the head adapter; and how the head adapter 60 year evaluation addresses the canopy seal assemblies extended life evaluation. Also, the FSAR Supplement Appendix A.2.4.5.7 was not revised to reflect the change made to LRA Section 4.7.9 summary description.
Request:
Clarify where in the LRA Tables is an AMR line item that provides a MEAP combination for head adapters, and how the head adapters 60-year TLAA evaluation addresses the canopy seal clamp assemblies extended life evaluation. Provide an FSAR Supplement revision to address the Section 4.7.9 summary description change.
