REVISION OF DRAFT LICENSE RENEWAL INTERIM STAFF GUIDANCE, LR-ISG-2011-05, ONGOING REVIEW OF OPERATING EXPERIENCE, AND REQUEST FOR PUBLIC COMMENT
Dear Ms. Keys:
The U.S. Nuclear Regulatory Commission (NRC) is revising draft LR-ISG-2011-05 and re-issuing it for public comment. This LR-ISG provides guidance and clarification concerning the ongoing review of plant-specific and industry-wide operating experience as an attribute of aging management programs used at nuclear power plants for compliance with Title 10 of the Code of Federal Regulations, Part 54, Requirements for Renewal of Operating Licenses for Nuclear Power Plants.
On August 24, 2011, the NRC requested public comments on the draft LR-ISG in Volume 76, page 52995, of the Federal Register (76 FR 52995). As noticed on September 20, 2011 (76 FR 58311), the NRC extended the comment period to facilitate discussions on the draft LR-ISG at a public meeting. This meeting was held on October 12, 2011, and the extended comment period expired on October 23, 2011.
At the October 12, 2011, public meeting, the NRC staff indicated that it would revise portions of the draft LR-ISG. The staff also provided an overview of these changes, particularly for areas that license renewal applicants need to address in order to ensure that their programmatic activities are appropriate in considering operating experience. Enclosed is a revised draft LR-ISG-2011-05, which incorporates these changes. Also enclosed is a copy of the Federal Register notice that announces the NRCs request for comments on the draft LR-ISG revision.
