NRC MASTER INSPECTION PLAN FOR FISCAL YEAR 2012 - ZION NUCLEAR POWER STATION

Dear Mr. Christian:

In accordance with the U.S. Nuclear Regulatory Commission (NRC) Inspection Manual Chapter 2561, Decommissioning Power Reactor Inspection Program, the NRC Region III staff has developed a Master Inspection Plan (MIP) for the Zion Station for fiscal year (FY) 2012. The inspection plan is based on ZionSolutions current performance in executing the site decommissioning project coupled with the schedule of significant decommissioning activities.

The plan outlines how we intend to focus our regional inspection resources to assess ongoing decommissioning activities through December 2012. On-site inspection activities may include small multi-disciplined efforts to assess safety as provided in Inspection Procedures (IP) 37801 and 71801. Inspections will also evaluate your MC&A program, implementation of your Physical Security Plan (PSP), the Interim Compensatory Measures (ICMs), and Additional Security Measures (ASMs) for the Zion Station. Inspection focus areas for 2012 include radioactive waste management and transportation activities, the as-low-as-is-reasonably-achievable (ALARA) program, and the self-assessment and corrective action program. Additionally, we plan to observe the sites annual Defueled Station Emergency Plan (DSEP) exercise scheduled for November 2011.

The plan and focus of NRC inspection activities may change to reflect changes in your program or site performance. In order to ensure that the FY 2012 MIP remains current, we request that your staff keep the Materials Control, ISFSI, and Decommissioning Branch (MCID) staff informed of any significant changes in your proposed schedule of decommissioning activities.

The following is an outline of the FY 2012 MIP, including the applicable inspection procedures:

The NRC reserves the right to perform inspections under inspection procedures not listed above, as necessary.

Since the site initiated significant decommissioning activities in 2011, and those activities are slated to continue into 2012, the Region intends to perform nominally one on-site decommissioning inspection per month. These inspections will involve performance based observation of decommissioning activities, program effectiveness evaluations, and may include NRC confirmatory surveys. The specific procedures used during the inspection will depend on the decommissioning activities being conducted and the sites performance. Additional inspection procedures may be used if decommissioning activities warrant. It is our intent to conduct an on-site inspection late in calendar year 2011 or early 2012, to evaluate your physical security and MC&A programs.

In accordance with Title 10 of the Code of Federal Regulations 2.390 of the NRCs Rules of Practice, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the NRC's Agencywide Documents Access and Management System (ADAMS), accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html.
