Diablo Power Plant Relicensing & 3-D Seismic Studies

Dear Chair and Members of the Commission:

The Santa Barbara County Board of Supervisors has previously corresponded with the Members of the Commission regarding the Diablo Power Plant. The Diablo Power Plant, while in San Luis Obispo County, has an Emergency Planning Zone and an Ingestion Pathway Zone that includes Santa Barbara County; including* the largest incorporated city of Santa Barbara County, Santa Maria.

Staff from the Nuclear Regulatory Commission presented information to the Santa Barbara County Board of Supervisors on June 16, 2011. The Board appreciates the Commission and its staff taking the time to brief the Board on the Commission's activities and role il') the relicensing process, and about preliminary lessons learned from the Fukushima Power Plant disaster in Japan.

The Santa Barbara County Board of Supervisors was pleased to learn that Pacific Gas & Electric (PG&E) has requested a deferral of the License Renewal Application (LRA) for the Diablo Power Plant. The deferrai PG&E has requested is contingent upon the completion of a through three dimensional study surrounding geologic formations to further clarify risks to the Diablo Power Plant.

This action taken by PG&E is consistent with the request made by the Santa Barbara County Board of Supervisors on August 3, 2010.

The Board, however, requests that relicensing activities from ths Commission pertaining to the Diablo Power Plant be halted until all seismic stUdies - including advanced 3-D seismic studies are completed, analyzed and reported to the Commission and the public.

The Board unanimously voted that any analyses, reports or findings in regard to the 3-D seismic studies be completely public, and be conducted by independent experts from outside government or the Commission, including experts from the academic area. All reports and analyses should have strong peer review, and be able to withstand extensive expert and public critique.

The Board formally requests your consideration regarding the need for transparent and independent input on this important matter.
