Dear Mr. Kline:
I am responding to your letter dated October 27, 2011 (Agencywide Documents Access and Management System (ADAMS) Accession Number ML11301A066), in which you requested the U.S. Nuclear Regulatory Commission (NRC) staff to review and endorse Revision 7 of Nuclear Energy Institute (NEI) 03-12, Template for the Security Plan, Training and Qualification Plan, Safeguards Contingency Plan, [and Independent Spent Fuel Storage Installation Security Program], dated October 2011. Previously, the NRC staff reviewed and provided comments on NEI 03-12, Revision 7, dated July 2011, in a letter dated September 13, 2011 (ADAMS Accession Number ML112200765). The staff has conducted a thorough review of the document to ensure that NRCs comments were resolved and/or adequately addressed in NEI 03-12, Revision 7, dated October 2011. All NRC comments have been resolved, or adequately addressed. Therefore, the NRC is endorsing NEI 03-12, Revision 7, dated October 2011.
