SUMMARY
AUDIT REPORT OF NORTH ANNA POST-SEISMIC FUEL INSPECTIONS The purpose of this memorandum is to provide a summary audit report for the NRC staff audit of the post-seismic fuel inspections at the North Anna Power Station located at Mineral, Virginia on September 19 - 22, 2011.
On August 23, 2011, the North Anna Power Station experienced significant seismic activity onsite from an earthquake which had a measured magnitude of 5.8. On August 26, 2011, initial reviews of the data determined that the seismic activity potentially exceeded the Design Basis Earthquake magnitude value. Subsequently on August 26, the licensee declared all safety-related structures, systems and components inoperable and issued a 10 CFR 50.72 Notification.
In response to the recent seismic event, the licensee performed a wide variety of initiatives to demonstrate that North Anna Units 1 and 2 are ready to resume operation, including a visual inspection of the fuel assemblies from the Unit 2 core. SNPB dispatched experienced fuel reviewers from both DSS and NRO to the site, discussed the scope of the licensees post-seismic fuel inspection along with the procedures and criteria for judging the condition of the fuel assemblies, and observed the actual pool-side inspections to understand the capabilities of these inspections to identify fuel damage. Staff assessments gathered from this audit will support the NRCs efforts in identifying issues and questions for the licensee to address in order to obtain NRC authorization for plant restart in accordance with 10 CFR Part 100, Appendix A.
A separate proprietary audit report will summarize the staffs observations and impressions of North Annas post-seismic fuel inspection procedures and capabilities. The staffs final overall assessment of the fuel will be documented in the NRCs safety evaluation of North Annas Restart Readiness submittal.
