Dear Mr. Mahowald:

Thank you for your letter dated June 20, 2011, providing comments on the final Supplemental Environmental Impact Statement (SEIS) for the license renewal of the Prairie Island Nuclear Generating Plant (PINGP), Units 1 and 2.

As you know, the June 2008 Memorandum of Understanding (MOU) between the U.S. Nuclear Regulatory Commission (NRC) and the Prairie Island Indian Community (PIIC) was the first-of a-kind for this agency where a Tribal Community worked as a cooperating agency, with the NRC, to develop a SEIS for the license renewal of an operating nuclear power plant. The MOU also recognizes the PIIC's special expertise in the areas of historic and archeological resources, socioeconomics, land use, and environmental justice. In this spirit of cooperation, staff met with PIIC representatives on several occasions during development of the draft and final SEIS and both parties worked together to develop the SEIS. Additionally, the PIIC was provided the opportunity to have their impact findings included along with the NRC staff's impact findings.

In your June 20, 2011 letter, the PIIC offered comments and concerns in the areas of trust responsibility, impacts from continued operations including human health impacts, the NRC NAS study and other health studies, groundwater concerns, long-term storage of nuclear waste, cumulative impacts, and archaeological impacts. These comments are similar to the comments provided by the PIIC during the environmental scoping process, with respect to the draft SEIS, and during meetings with staff. Staff has evaluated these comments and has determined that the information provided in your letter would not have changed our conclusions in final SEIS, and therefore no changes were made to the SEIS.
