Response: The staff addressed the issue of tritium in groundwater in two sections of the SEIS; section 2.2.3, "Groundwater Resources" and section 4.8.2, "Radiological Impacts of Normal Operations." Those sections contain a discussion and evaluation of the issue of tritium in the groundwater at the Salem-Hope Creek site and the applicant's radiological groundwater protection program. In addition, there is information on the actions taken by the New Jersey Department of Environmental Protection's oversight of the applicant's remedial action work plan.

The NRC provides oversight of all licensed commercial nuclear reactors to ensure that the dose to members of the public from radioactive releases is within the established limits. To ensure that U.S. nuclear power plants are operated safely, the NRC licenses the nuclear power plants to operate, licenses the plant operators, and establishes license conditions for the safe operation of each plant. The NRC provides continuous oversight of plants through its Reactor Oversight Process (ROP) to verify that they are being operated in accordance with NRC regulations. The NRC has full authority to take whatever action is necessary to protect public health and safety, and the environment.

In conclusion, the NRC staff addressed the radiological issues and impacts during its evaluation of the Salem - Hope Creek license renewal application The comment does not provide new and significant information that would alter the staff's conclusion and will not be evaluated further.
