Change to Lists of Owners, Officers, Directors and Executive Personnel Gentlemen:
This letter transmits changes in Wolf Creek Nuclear Operating Corporation's (WCNOC) updated lists of Owners, Officers, Directors and Executive Personnel (OODEP) for WCNOC's owner companies to support the NRC's making a Foreign Ownership, Control or Influence (FOCI) determination and a Facility Security Clearance determination with regard to WCNOC and Wolf Creek Generating Station.
The reference transmitted separate, updated, confidential OODEP lists for WCNOC and its three owner companies (Kansas Gas and Electric Company [KGE], Kansas City Power & Light Company [KCPL] and Kansas Electric Power Cooperative, Inc. [KEPCo]) as well as for KGE's ultimate parent company, Westar Energy, Inc., and KCPL's ultimate parent company, Great Plains Energy Incorporated [GPE].
By this letter, WCNOC is transmitting recent officer and director changes for KCPL, GPE, and WCNOC.
In accordance with 10 CFR 95.17(a)(1),
WCNOC is providing the NRC with notice of these changes in OODEP.

GC 11-0031 Page 2 of 2 Specifically, this letter is to advise the NRC that:
Kevin E. Bryant, formerly Vice President - Strategy and Risk Management of KCPL, has been named Vice President Investor Relations and Treasurer of KCPL and GPE, effective August 15, 2011.
Mr. Bryant replaces Michael W. Cline who resigned from KCPL and GPE effective September 2, 2011. Although the NRC already has Mr.
Bryant's personal information as an officer of KCPL, WCNOC is providing Enclosure I so that Mr. Bryant's personal information may be added to GPE's list of OODEP.
Terry Bassham, President and Chief Operating Officer of KCPL and GPE, has been appointed to the Boards of Directors of KCPL and GPE, effective September 1, 2011.
The NRC already has Mr. Bassham's personal information, and thus it is not included with this letter.
James C. Shay has been appointed by KCPL to serve on the WCNOC Board of Directors effective September 1, 2011.
Mr. Shay replaces William H. Downey as a WCNOC Director. Although the NRC already has Mr. Shay's personal information as an officer of KCPL and GPE, WCNOC is providing Enclosure II so that Mr. Shay's personal information may be added to WCNOC's list of OODEP.
William H. Downey, Director and Executive Vice Chairman of KCPL and GPE, has recently retired.
Mark G. English, Assistant General Counsel and Assistant Secretary of KCPL and GPE, has recently retired.
The enclosed OODEP information contains personal confidential information.
Therefore, WCNOC requests that the NRC treat the enclosure as exempt from public disclosure under 10 CRF 2.390(a)(6) as "Personal and medical files and similar files, the disclosure of which would constitute a clearly unwarranted invasion of personal privacy."
