Salem/Hope Creek - conversation with NJDEPE The following is a record of my conversation with Susan Rosenwinkel, NPDES permit lead for Salem/Hope Creek.
I talked to susan on 5/26/10 to discuss the status of the NJPDES permit for salem/hope creek and to determine if NJDPE had any concerns with regards to the plant and/or the SEIS.
NJDEPE has not yet started to process the 2006 permit application. It is in the cue behind the Oyster Creek application. She could not state when they thought they would initiate their review of the Salem/Hope Creek permit appl.
I inquired about the 316 Special Conditions from the 2001 permit. She stated that PSE&G has complied with these conditions.
She stated that she was confident in the quality of the data developed by PSE&G but that DEP will likely disagree with their conclusions. The basis for this is that NJ considers the loss of even one fish an impact, as opposed to the PSE&G approach She stated that NJ does not give any credit for the Estuary Enhancement Program in terms of production offsetting losses from impingement and entrainment by the plant 0
I inquired about other fisheries monitoring programs in the river. The only programs she is aware of are the DNREC Juvenile trawl program, the PSE&G river sampling program, and the DEP Beach Seine program. All of these programs have been utilized by PSE&G in their permit applications She did not feel that impacts to T&E species from impingement or entrainment were a concern She stated that the impacts at Salem are much greater than the impacts at oyster creek, but that this is more likely related to the health of the Delaware Estuary (which is much healthier than Barnegat Bay/Oyster Creek).
