COLUMBIA GENERATING STATION DOCKET NO. 50-397 PUBLIC MEETING

Dear Mr. Doyle,

I request, on behalf of one of our member utilities (Seattle City Light), that the NRC consider holding a public meeting in the Seattle area to receive public input on Columbia Generating Station's license renewal.

For your background, in July Seattle's Mayor Michael McGinn and city council members received an e-mail letter from Heart of America Northwest, represented by Gerry Pollet, the group's executive director. Heart of America Northwest (HOAN) is an anti-nuclear activist group which seeks to replace power generated from Columbia Generating Station with alternative clean, but non-nuclear, sources of energy. The letter urged Seattle City Light public utility to use its seat on the Energy Northwest Board of Directors to, among other items, hold hearings on Columbia's license renewal and bring a halt to Columbia's license renewal process.

In his response to HOAN, Mayor McGinn committed that he would ask Energy Northwest to "host a public meeting in Seattle to present information on the relicensing applications and environmental impact statement, as well as MOX fuel technology." I explained to the superintendent of Seattle City Light that a public meeting hosted by Energy Northwest would have no bearing on the Nuclear Regulatory Commission's decision-making process, since license renewal is guided by the NRC, not Energy Northwest.

PUBLIC MEETING Page 2 I did commit, however, to forwarding the city council's and mayor's desire for the NRC to hold a meeting in Seattle for public input on Columbia's license renewal.
