Letter from TVA to NRC, Licensee Event Report 327/2011-002, "Feedwater Regulator Valve Inoperable," dated April 22, 2011 On April 22, 2011, Tennessee Valley Authority (TVA) submitted Licensee Event Report (LER) 327/2011-002 (Reference), "Feedwater Regulator Valve Inoperable," which was reported in accordance with 10 CFR 50.73(a)(2)(i)(B), any operation or condition prohibited by technical specifications. This letter is being submitted to withdraw LER 327/2011-002.

LER 327/2011-002 described a condition where the loop 3 main feedwater regulating valve (MFRV) was not capable of performing its isolation function for a period of time exceeding the Technical Specification (TS) Limiting Condition for Operation (LCO) 3.7.1.6 Action b allowed outage time of 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />. Subsequent review and discussion of the event determined that the loop 3 MFRV was not capable of performing its isolation function from the Unit 1 Mode 3 entry at 2326 eastern standard time (EST) on November 12, 2010, until the loop 3 MFRV was isolated to comply with TS LCO 3.7.1.6. Action b, at 0233 EST on November 16, 2010. The period of time loop 3 MFRV could not perform its isolation function in the mode of applicability was 75 hours8.680556e-4 days <br />0.0208 hours <br />1.240079e-4 weeks <br />2.85375e-5 months <br /> and 7 minutes. Since the loop 3 MFRV isolation function was performed within the TS required action times (72-hour LCO allowed outage time and the shutdown action statement time of 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br />), the condition was not prohibited by technical specifications, and is not reportable in accordance with 10 CFR 50.73(a)(2)(i)(B). Therefore, TVA is withdrawing the referenced LER.
