SUBJECT:

EXTENSION OF PUBLIC COMMENT PERIOD AND PUBLIC MEETING ON DRAFT LICENSE RENEWAL INTERIM STAFF GUIDANCE (LR-ISG),

LR-ISG-2011-05, ONGOING REVIEW OF OPERATING EXPERIENCE

Dear Ms. Keys:

In response to your letter dated August 29, 2011, Request for a 30-day Extension to the Comment Period for Draft NRC Interim Staff Guidance, LR-ISG-2011-05, Ongoing Review of Operating Experience (Federal Register dated August 24, 2011; 76 FR 52995; Docket ID NRC-2011-0191), I am writing to inform you that the U.S. Nuclear Regulatory Commission (NRC) is granting the Nuclear Energy Institutes requests to extend the public comment period and hold a public meeting on draft LR-ISG-2011-05. As announced in the enclosed Federal Register notice, the NRC has extended the comment period until October 23, 2011, and the public meeting will be held on October 12, 2011. Details of the meeting are available in the NRCs Agencywide Documents Access and Management System under Accession No. ML11251A134.

On August 24, 2011, the NRC requested public comments on draft LR-ISG-2011-05 in Volume 76, page 52995, of the Federal Register. This LR-ISG provides guidance and clarification concerning ongoing review of plant-specific and industry-wide operating experience as an attribute of aging management programs used at nuclear power plants for compliance with Title 10 of the Code of Federal Regulations, Part 54, Requirements for Renewal of Operating Licenses for Nuclear Power Plants.

If you have any questions, please contact Mr. Matthew Homiack of my staff by telephone at 301-415-1683 or by e-mail at Matthew.Homiack@nrc.gov.

To inform other stakeholders of the extension of the public comment period and the opportunity to participate in the public meeting, courtesy copies of this letter are being sent to subscribers of an NRC electronic mailing list on general license renewal topics.

Sincerely,

/RA/ M. Galloway for Brian E. Holian, Director Division of License Renewal Office of Nuclear Reactor Regulation
