- Brad, The SLMCPR values typically do not change each cycle. The values only change when there is a significant reactor core design change. I n this case, Peach Bottom Unit 3 is adding a new fuel type (GNF2) to the core. The addition of the new fuel type to the reactor core revises some of the key inputs to the core design analysis, resulting in the change to the SLMCPR values.

- John, Ive seen similar MCPR values (i.e. >= 1.09 dual and >= 1.12 single Loop) used for other PA plants. I have no particular concerns due to that. My only question is more of a general one : do they have to update these MCPR numbers for each cycle?

Solicitation of Pennsylvania State Comments for Exelon TS Amendment Request Brad:
The NRC is reviewing a Technical Specification (TS) license amendment request dated June 8, 2011, as supplemented by letter dated August 19, 2011 (ADAMS Accession Nos.
ML111600180 and ML112340249, respectively), for the Peach Bottom Atomic Power Station, Unit 3. The submittal seeks to revise TS 2.1.1, Reactor Core SLs [safety limits] to reflect revised Safety Limit Minimum Critical Power Ratio (SLMCPR) values for operating cycle 19 which will commence following the Unit 3
refueling outage scheduled for this fall. Peach Bottom is incorporating a new design from GE for some of the fuel assemblies that will be placed in the reactor core during the refueling outage. Whenever this is done some of the reactor core operating parameters will change, including some safety limits associated with the TSs. The requested TS change incorporates two such changes in TS Section 2.1.1.2 for the Safety Limit Minimum Critical Power Ratio (SLMCPR). The SLMCPR values are established to ensure that during normal operation and during abnormal transients, at least 99.9% of all fuel rods in the core do not experience transitional boiling if the limit is not violated.
The NRC issued the attached Notice of Consideration in the Federal Register on August 22, 2011 (76 FR 52357) which includes the No Significant Hazards Consideration analysis.
In accordance with 10 CFR 50.91(b), State Consultation, the NRC would like to know if the State of Pennsylvania has any comments regarding this license amendment request for Peach Bottom Atomic Power Station. We would appreciate a response by Friday, September 9, 2011.
