TVA Letter to NRC, "Revised Technical Specifications Change TS-468, Request to Extend Completion Time for TS 3.8.1 Required Action B.4 -

Emergency Diesel Generators A, B, C, D, 3A, 3B, 3C, and 3D," dated November 12, 2010 In the referenced License Amendment Request (LAR), the Tennessee Valley Authority (TVA) noted that the requested 14-day completion time will provide operational and maintenance flexibility, primarily through allowing adequate time for planned on-line preventive maintenance and reliability improvement activities on the Emergency Diesel Generators (EDGs). TVA also stated that the proposed changes would allow more time for unanticipated EDG repairs resulting from major unexpected failures.

The use of the 14-day completion time in the proposed Technical Specifications changes was dependent on availability of temporary diesel generators. However, during the NRC review process TVA revised or added various commitments (through responses to Requests for Additional Information) regarding availability of the temporary diesel generators before and during the proposed 14-day completion time.

As a result, use of the 14-day completion time for unanticipated EDG repairs is not consistent with these commitments. Therefore, TVA intends to use the 14-day completion time only for planned maintenance activities.
