Who We Are

The Atomic Energy Commis s ion was es tablis hed by Congres s in 1946 to encourage the us e of nuclear power and regulate its s afety

In 1974 Congres s divided the AEC into two parts

U.S. Nuclear Regulatory Commis s ion

Department of Energy

The NRC is headed by a Chairman and four Commis s ioners, all appointed by the Pres ident and confirmed by the Senate for s taggered five-year terms.

6 Our Mis s ion To regulate the nations civilian us e of byproduct, s ource, and s pecial nuclear materials to ens ure adequate protection of public health and s afety, promote the common defens e and s ecurity, and protect the environment.

7 Some Nuclear Facts 104 nuclear power plants s upply about 20 percent of the electricity in the U.S.

Nuclear materials are us ed in medicine for diagnos is and treatment.

Nuclear materials are widely us ed in indus try, s uch as in dens ity gauges,

flow meas urement devices,

radiography devices, and irradiators.

8 The NRC Regulates Nuclear reactors

- commercial power reactors, res earch and tes t reactors,

new reactor des igns Nuclear materials

- nuclear reactor fuel, radioactive materials for medical, indus trial, and academic us e Nuclear was te

- trans portation, s torage and dis pos al of nuclear material and was te, decommis s ioning of nuclear facilities Nuclear s ecurity

- phys ical s ecurity of nuclear facilities and materials from s abotage or attacks

9 What We Dont Do

  • We do not regulate nuclear weapons,

military reactors, or s pace vehicle reactors

  • We do not own or operate nuclear power plants
  • We do not regulate s ome radiation s ources, s uch as X-rays and naturally occurring radon

10 How We Regulate

  • Es tablis h rules and regulations
  • Is s ue licens es
  • Provide overs ight through ins pection, enforcement, and evaluation of operational experience
  • Conduct res earch to provide s upport for regulatory decis ions
  • Res pond to events and emergencies

11 As s urance of Plant Safety

  • Require defens e-in-depth
  • Require long-term maintenance of equipment
  • Require continual training of operators
  • Verify compliance with regulations

12 What We Do - Nuclear Was te

  • The NRC regulates :

- Storage of s pent reactor fuel in fuel pools or dry s torage cas ks, and

- Licens ing of national s pent fuel s torage s ites when they are identified.

13 What We Do - Nuclear Security NRC Requires :

- Well-armed and well-trained s ecurity forces,

- Surveillance and perimeter patrols,

- State-of-the-art s ite acces s equipment and controls,

- Phys ical barriers and detection zones, and

- Intrus ion detection s ys tems and alarm s tations.

14 NRC Strategic Plan Goals Safety Ens ure adequate protection of public health and s afety and the environment.

Security Ens ure adequate protection in the s ecure us e and management of radioactive materials.

Reactor Overs ight Proces s

3 Strategic Performance Areas are divided into 7 Corners tones of Safety

Ins pection Findings and Performance Indicators are as s igned to a Corners tone

Ins pection Findings can be as s igned a cros s -cutting as pect (a caus al factor for the performance deficiency) in:

Human Performance,

Problem Identification and Res olution, or

Safety Cons cious Work Environment

Numerous findings with a common cros s -cutting as pect could res ult in a Subs tantive Cros s -Cutting Is s ue 15
