Annual Summary of Changes, Tests, and Experiments at Aerotest Radiography and Research Reactor (ARRR), Docket no. 50-228, for the period of 1 July 2010 to 30 June 2011.

Gentlemen:

The enclosed report summarizes the ARRR operations from July 1, 2010 through June 30, 2011. This submittal complies with the requirements set forth in 10 CFR 50.59, "Authorization of Changes, Tests and Experiments." Summary forms of monthly operations and unscheduled power reductions are included.

No new or unusual problems have been noted during the year and reactor operations have remained stable with respect to safety and reliability.

SECTION I Part I -

Changes Due to its unsuccessful attempt to avoid closure of its facility by working with the federal government to secure a commercial transfer of the facility and to comply with NRC requirements to resolve foreign ownership issues, Aerotest Operations, Inc.

voluntarily ceased reactor operations on Oct. 15, 2010.

EnergySolutions, LLC has been commissioned by Aerotest Operations, Inc. to develop a Decommissioning Plan for the facility, which will include a Historical Site Assessment, Characterization Plan, Characterization Report, Environmental Report and a report of estimated neutron activation products in facility structural materials for the possible closeout and release of the facility.

Part 2 -

Experiments No new experiments were performed during the year. The experiment performed in the reporting period was as follows:

Experiment No. 114: Neutron radiography performed in the radiography facilities.
