U.S. NUCLEAR REGULATORY COMMISSION ENDORSEMENT OF NUCLEAR ENERGY INSTITUTE 11-02, CHANGE MANAGEMENT PLAN - EVALUATED FORCE-ON-FORCE EXERCISES, REVISION 1

Dear Mr. Kline:

The purpose of this letter is to acknowledge receipt of your letter dated August 1, 2011, Transmittal of Nuclear Energy Institute (NEI) 11-02, Change Management Plan - Evaluated Force-on-Force Exercises, Revision 1. You requested that the staff endorse Revision 1 to NEI 11-02. We are committed to use a formal change management process as part of our exercise planning and execution. Such a process will not only support challenging force-on-force exercises but will also enhance our ability to ensure a safe and controllable activity (e.g., require only necessary time-outs). This change management process will support the use of new tools and techniques by the industry and the U.S. Nuclear Regulatory Commission, but only after we have worked with industry to assure that they can be used safely by our staff, the Composite Adversary Force team, and the licensee response force. We will review Revision 1 to NEI 11-02 and respond to your request for endorsement as soon as practical.
