I am actually new this week, one of our previous LC's fell behind on some letters and I am trying to go through the backlog. I was not sure which re-licensing he was talking about, because his letter did come before the recent hearings on the 3 d reactor which he did not mention. Hope that helps.

Dear Representative Van Hollen,
Recently I have read news reports of the nuclear reactor at Calvert Cliffs receiving approval for continued operations/relicensing. While I am a supporter of nuclear energy, I feel the continued operation of reactors without any process for disposing of the nuclear fuel is a disaster waiting to happen.
The ongoing crisis in Japan surrounding the 4 damaged nuclear reactors is a prime example of how terribly wrong things can go when more than one unexpected failure occurs. The Japanese planned for power losses to their reactors; and they planned for a tsunami, in retrospect woefully inadequate planning, but planning none the less. However, they didn't plan for simultaneous power loss and tsunami damage to their backup generation capability. In retrospect, experts have concluded Fukishama was a disaster waiting to happen.
I feel the Calvert Cliffs nuclear power plant is similarly a disaster waiting to happen. In the case of Calvert Cliffs, two nuclear reactors and their accumulating spent fuel are sitting right next to a liquid natural gas offloading terminal, one of only 4 such facilities in the United States. Should an accident occur at this plant, it will explode with the force of a large nuclear weapon. The public has been assured there are numerous mechanisms in place to prevent an accident or sabotage from occurring. However, the residents of Fukishama were given similar assurances over the reactors built nearby.
Think of impact to Maryland, to the Chesapeake Bay, to the Capital of the US if an accident or a terrorist incident at the LNG plant were to also damage the Calvert Cliffs reactors comparable to the Fukishama reactor damage. Although there have been news reports indicating the US and other countries are reviewing nuclear safety after the Japanese nuclear accident, one generally sees decisions which have already been made are "a done deal".
I suggest the consequences of an accident at the LNG terminal, no matter how improbable, are so profound, these two facilities should never have been allowed to be built so close to each other.
The relicensing of the Calvert Cliffs reactor is a chance to right a decision which was clearly wrong when the LNG terminal was allowed to be built. As Maryland's most influential representive, can you look into how the Calvert Cliffs plant have addressed the issue of a catastrophic explosion at the LNG terminal in their contingency planning? Do they truely have an adequate design and plan to ensure an LNG disaster would not also be a nuclear disaster for the Washington area?
