REQUEST FOR PUBLIC COMMENTS ON DRAFT LICENSE RENEWAL INTERIM STAFF GUIDANCE, LR-ISG-2011-05, ONGOING REVIEW OF OPERATING EXPERIENCE

Dear Ms. Keys:

I am writing to inform you of the U.S. Nuclear Regulatory Commission (NRC)s request for public comment on the enclosed draft license renewal interim staff guidance (LR-ISG),

LR-ISG-2011-05, Ongoing Review of Operating Experience. Enclosed is a copy of the Federal Register notice that announces the NRCs request for comments and provides instructions on how to submit comments.

This draft LR-ISG provides interim revisions to NUREG-1800, Revision 2, Standard Review Plan for Review of License Renewal Applications for Nuclear Power Plants (SRP-LR), to clarify the NRC staffs acceptance criteria and review procedures with respect to the ongoing review of operating experience to ensure the effectiveness of the license renewal aging management programs (AMPs). In addition, this draft LR-ISG provides interim revisions to NUREG-1801, Revision 2, Generic Aging Lessons Learned (GALL) Report, to make the AMP descriptions therein consistent with the SRP-LR guidance for acceptable AMPs. The NRC staff understands that license renewal applicants implement existing operating experience review activities under their current operating licenses. The draft LR-ISG recognizes that these activities may be credited for license renewal, provided that the applicant ensures these activities are appropriate for the consideration of operating experience specifically related to aging management.
