OF THE JULY 18, 2011, PUBLIC MEETING TO DISCUSS EXELONS PLANS FOR IMPLEMENTING AN ELECTRONIC DOCUMENT CONTROL SYSTEM (eDocs) FOR USE BY NRC INSPECTORS WITH U.S. NUCLEAR REGULATORY COMMISSION (NRC) REGION III STAFF
Dear Mr. Pacilio:
On July 18, 2011, the U.S. Nuclear Regulatory Commission (NRC) held a public meeting at the NRC Region III Office in Lisle, IL. The meeting was between NRC Region III staff and Exelon Corporate Licensing staff and contractor, Scientech, to discuss Exelons plans for implementing an electronic document control system (eDocs) for use by NRC inspectors. The meeting confirmation letter and meeting notice can be found in ADAMS as ML11172A040 and ML11172A019 respectively. A list of principal NRC and licensee meeting participants, as well as the licensees presentation slides can be found in the attached enclosures. Two members of the public, as well as a representative of the Illinois Emergency Management Agency also participated either in person or via conference call.
Exelon presented an overview of eDocs, including a demonstration of the system and a discussion of the benefits of implementing an electronic document exchange system, as well as their proposal to use eDocs as a pilot during an upcoming team inspection at Quad Cities.
Exelon also fielded questions from several NRC managers and inspectors regarding the proposed eDocs process. NRC management indicated that the NRC would not support the proposed use of eDocs in place of the document exchange process currently in place for the upcoming Quad Cities team inspection.

Pacilio In accordance with 10 CFR 2.390, of the NRCs Rules of Practice, a copy of this letter and its enclosures will be available electronically for public inspection in the NRC Public Document Room, or from the Publicly Available Records System (PARS) component of the NRCs document system (ADAMS). 5 Benefits Provides ability to post documents online for NRC retrieval Provides for prompt and efficient exchange of information with the NRC's inspection team using a secure web-based document exchange library Large documents can be made available quickly and easily upon request eDocs library files can be accessed by as many NRC personnel as needed NRC inspectors with access can view the same document simultaneously

eDocs library files are available anytime and anywhere there is an internet connection Simplified method of responding to NRC inspection documentation requests Reduces NRC onsite time for pre-inspection document collection visits Reduces FOIA concerns
- Users with view access cannot print or download documents
7 Implementation Status eDocs Libraries have been created for all Exelon stations Exelon plants in Region I have been successfully using eDocs for 2011 inspections Propose to use eDocs to support NRC inspections at Exelon plants in Region III Similar electronic document exchange tool has been used in Region IV for several years
8 Proposed eDocs Pilot Program Component Design Bases Inspection and Gas Accumulation Management Inspection scheduled to start September 19, 2011 NRC's Request for Information letter received May 31, 2011 Initial response due July 25, 2011
