Pendingreceiptofthebiologicalopinion,andnosignificantchangesfrompreviousdraftversions,the testingandfinaldesigncouldbecompletedwithinayearandconstructioncouldstartwithin approximately18monthsofreceivingtheBO.Portionsoftheimplementationmayrequireco ordinationwithplantoutagescheduleaswell,whichcouldimpactschedule.
InSeptemberof2008,FPLrevisedthedraftTermsandConditionstoincludealinethatwouldallowFPL torequestanextensionfromNMFS,shouldweatherorpermitapprovalskeepFPLfromcompletingthe workintime.FPLrequeststhatthisremainpartofthecondition.
