Dear Dr. McConnell:
The purpose of this letter is to submit the Phase 1 Final Status Survey Plan (FSSP), Revision 1 and the Phase 1 Characterization Sampling and Analysis Plan (CSAP), Revision 1 for the West Valley Demonstration Project (WVDP) to the U.S. Nuclear Regulatory Commission (NRC).
These documents were revised on the basis of the U.S. Department of Energy's (DOE)
October 21, 2010 responses to the NRC's May 17, 2010 comments and the DOE's February 7, 2011 responses to the NRC's January 18, 2011 comments. In addition, the CSAP, Revision I and FSSP, Revision 1 also include modifications based on Stakeholder comments and DOE's responses to comments received from the New York State Energy Research and Development Authority (NYSERDA) on April 20, 2011 and May 4, 2011. DOE prepared responses to NYSERDA comments on the FSSP, Revision 1 and the CSAP, Revision 1 on May 16, 2011 and May 18, 2011. The FSSP and CSAP comment response matrices are enclosed with this letter.
Six paper copies of each, plan and comment response matrix are provided. Six compact disks (CDs) are also provided that contain electronic files of CSAP, Revision 1 and FSSP, Revision 1.
The CDs also contains CSAP and FSSP comparison files showing the changes made from Revision 0 to Revision 1. The FSSP, Revision I and the CSAP, Revision I will also be posted on the DOE-WVDP website at http://www.wv.doe.gov.
