OF JUNE 21, 2011, ANNUAL INDUSTRY/U.S. NUCLEAR REGULATORY COMMISSION MATERIALS PROGRAMS TECHNICAL INFORMATION EXCHANGE MEETING - EXECUTIVE SESSION On June 21, 2011, a Category 2 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) management and executives from industry at U.S. Nuclear Regulatory Commission (NRC) at NRCs Church Street Building, 21 Church Street Rockville, MD 20850.
The purpose of the annual meeting is to discuss Office of Nuclear Reactor Regulation (NRR) management issues related to pressurized water reactor (PWR) and boiling water reactor (BWR) Materials Initiatives with the Electric Power Research Institute (EPRI) Materials Reliability Program (MRP), EPRI BWR Vessels and Internals Project (BWRVIP), EPRI Nondestructive Examination (NDE) Center, and the PWR Owners Group (PWROG) Materials Subcommittee.
The industry presented a description of the EPRI Action Plan Committee on Materials and presented strategic plans for the NDE, BWRVIP, Welding Research, Steam Generator Management (SGMP) and MRPs, and the PWROG Materials Program. A representative from the Nuclear Energy Institute (NEI) also attended the meeting. The NRC staff highlighted its materials program strategic issues related to reactor coolant pressure boundary materials degradation issues. The following highlights/action items were noted:
Quarterly technical and semi-annual executive level interactions between NRC and Industry Materials Programs have been valuable and should continue.
The NRC staff will provide the industry executives feedback related to licensee letters that provide notification of deviations from NEI 03-08 mandatory items.
The SGMP will provide a description of its fouling evaluation program and will provide a discussion of the ratio of SGMP effort devoted to original versus replacement steam generators.
The SGMP will propose a schedule for interacting with the NRC staff to define performance objectives and milestones for resolution of the SGMP open issues.
The SGMP executive and cognizant NRC manager will continue periodic (approximately monthly) teleconferences on the H* alternate repair criteria for steam generator tubes.
The MRP intends to issue MRP-227-A on December 31, 2011. The NRC staff will confirm that this date meets schedule objectives.
The MRP will provide a schedule for its future plans regarding primary water stress corrosion cracking of nickel-based alloy reactor vessel head penetrations in cold-head plants.
The MRP will provide a schedule for its plans to provide to the staff information related to peening and a roadmap for development and application of peening on dissimilar metal welds or Alloy 600 components.
In future meetings the industry will provide information that shows the effectiveness and the successes of the NEI 03-08 program in preventing materials degradation challenges to safe plant operation.
The MRP will provide to the NRC staff a listing and schedule for re-inspection of cold-head plants that have B&W tubular product materials installed. The schedule and the MRPs action and plans will be discussed during a conference call of the executives by the end of July 2011.
During quarterly technical coordination teleconferences, the NRC staff and industry will consider whether the duration and scope of this meeting needs to be increased in the future, and whether a discussion by the Institute of Nuclear Power Operations should be added to the agenda.
Industry will provide NRC management a listing of materials program organizational contacts.
NRC will define issues with respect to welding Alloy 52 and will follow progress on the issue via the quarterly technical coordination telephone calls.
