815/941-3457 mheins(&arundvco.org I am the emergency management director for Grundy County, Illinois. Our agency is the Office lead agency for nuclear power plant preparedness within Grundy County for the three Mary Poundstone power plants that impact the jurisdiction, Braidwood, Dresden and LaSalle stations.
815/941-3212 mooundstone(a-rundvco.orn I have a serious concern regarding the process of nuclear accident notifications for these power plants in that the local governments, the boots on the ground, are not notified of an event at the plant for twenty to fifty minutes after the accident has been classified by the utility.
I have been trying for nearly a year to have the counties located in the emergency planning zone to be notified at the same time as the notification goes to the Illinois Emergency Management Agency. I have been unsuccessful even though NUREG-0654/FEMA REP-1 states in part "each organization shall establish procedures which describe mutually agreeable basis for notification of response organizations".
Additionally, "each licensee shall establish a mechanism for recommending protective actions to appropriate State and local authorities...notification shall be made directly to offsite authorities responsible for implementing protective measures within the plume exposure pathway emergency planning zone". I take those statements to mean county organizations are to be notified by the utility.
My request for a procedure change to the Illinois Emergency Management Agency, FEMA Region V, NRC Region III have basically gone nowhere. The concern is that this delay in local notification can result in over an hour delay from the time of accident classification to local protective action implementation, which in my view is unacceptable. I am asking for your assistance in bringing this issue to resolution.
