CLINTON POWER STATION, UNIT NO.1 - REQUEST FOR ADDITIONAL INFORMATION RELATED TO RELIEF REQUEST ASSOCIATED WITH THE THIRD INSERVICE INSPECTION INTERVAL (TAC NO. ME4985)

Dear Mr. Pacilio:

By letter to the U.S. Nuclear Regulatory Commission (NRC) dated November 5,2010, Exelon Generation Company, LLC submitted a relief request associated with the third Inservice Inspection interval, for the Clinton Power Station, Unit No.1.

The NRC staff is reviewing your submittal and has determined that additional information is required to complete the review. The specific information requested is addressed in the enclosure to this letter. During a discussion with your staff on July 20, 2011, it was agreed that you would provide a response within 30 days from the date of this letter.

The NRC staff considers that timely responses to requests for additional information help ensure that sufficient time is available for NRC staff to review and contribute toward the NRC's goal of efficient and effective use of staff resources. If circumstances result in the need to revise the requested response date, please contact me at (301) 415-1115.

REQUEST FOR ADDITIONAL INFORMATION CLINTON POWER STATION. UNIT NO.1 DOCKET NO. 50-461 In reviewing the Exelon Generation Company's submittal dated November 5, 2011, related to your relief request (RR) associated with the third Inservice Inspection for the Clinton Power Station, Unit No.1, the NRC staff has determined that the following information is needed in order to complete its review:

Question 1 Please provide the following information not included in the relief request (RR):

a. Diameter and material of the subject piping.
b. Length of the instrument air piping. (Approximately how many feet of instrument air pipe are covered in the proposed RR?)

Question 2 Please provide/discuss the following and provide the technical basis of your response:

a. Section 5.0 of the RR states that the pressure decay test is performed at normal operating pressure; however, the normal operating PIT was not included in the relief request. Provide the normal operating pressure.
b. Table 1 in the RR shows that the acceptance criterion for leakage is less than or equal to 1.5 psig, but did not discuss how this acceptance criterion was determined. Provide the technical basis of this criterion. In the pressure decay test, how will you determine whether the unacceptable pressure decay, if any, is due to leakage from pipe cracks or valve leak-through? If leakage is detected, such as a through wall crack in the pipe, what corrective actions will be taken?
