VIRGIL C. SUMMER NUCLEAR STATION UNIT 1 DOCKET NO. 50-395 OPERATING LICENSE NO. NPF-12 REQUEST FOR INTERPRETATIVE REGULATORY GUIDANCE The Virgil C. Summer Nuclear Station (VCSNS) performed Root Cause Analysis (RCA) 10-01938 concerning the control of safeguards information. During the root cause analysis, the RCA team determined that interpretative regulatory guidance was possibly not received and therefore was not evaluated for impact to VCSNS. For example DG-SGI-1, Designation Guide for Safeguards Information, dated 9-30-2005, was distributed at an industry security meeting and may not have been received by all licensees. Not having this information may have contributed to the misclassification of a document that should have been classified as SGI.
As a result of RCA 10-01938, an action was generated to:
Correspond with INPO, the NRC and NEI to determine if they issued interpretative regulatory guidance over the past five years.
This letter requests your organization consider whether they have issued interpretative regulatory guidance outside the normal generic communication channels over the past five years. Your response is requested by June 24, 2011.
