Change to Lists of Owners, Officers, Directors and Executive Personnel Gentlemen:
This letter transmits changes in Wolf Creek Nuclear Operating Corporation's (WCNOC) updated lists of Owners, Officers, Directors and Executive Personnel (OODEP) for WCNOC's owner companies to support the NRC's making a Foreign Ownership, Control or Influence (FOCI) determination and a Facility Security Clearance determination with regard to WCNOC and Wolf Creek Generating Station.
The reference transmitted separate, updated, confidential OODEP lists for WCNOC and its three owner companies (Kansas Gas and Electric Company [KGE], Kansas City Power & Light Company [KCPL] and Kansas Electric Power Cooperative, Inc. [KEPCo]) as well as for KGE's ultimate parent company, Westar Energy, Inc., and KCPL's ultimate parent company, Great Plains Energy Incorporated [GPE].
By this letter, WCNOC is transmitting recent officer and director changes for KGE and Westar Energy.
In accordance with 10 CFR 95.17(a)(1),
WCNOC is providing the NRC with notice of these changes in OODEP.

GC 11-0018 Page 2 of 2 Specifically, this letter is to advise the NRC that:
John T. Bridson was appointed Vice President of KGE effective May 13, 2011.
The NRC already has Mr. Bridson's personal information that WCNOC provided when he became an officer of Westar Energy.
However, Enclosure I provides his personal information again so that it may be added to the KGE list of OODEP.
Mark A. Ruelle, formerly Executive Vice President and Chief Financial Officer for Westar Energy, was named President and Chief Financial Officer effective May 19, 2011. Mr. Ruelle also was appointed to Westar Energy's Board of Directors effective on the same date. The NRC already has Mr. Ruelle's personal information, and thus it is not included with this letter.
William B. Moore, will retire from Westar Energy later this year. Upon Mark Ruelle's title change to President of Westar Energy, Mr. Moore's titles changed to Chief Executive Officer and Director of Westar Energy. The NRC already has Mr. Moore's personal information, and thus it is not included with this letter.
The enclosed OODEP information contains personal confidential information.
Therefore, WCNOC requests that the NRC treat the enclosure as exempt from public disclosure under 10 CRF 2.390(a)(6) as "Personal and medical files and similar files, the disclosure of which would constitute a clearly unwarranted invasion of personal privacy."
