Enclosed are the proprietary (WCAP-12790) and non-proprietary (WCAP-12791) versions of the "Kewaunee Steam Generator Mid-Cycle Report" dated December 1990. This report provides an update to the April 1990 return to power report (reference 1) based on evaluation of pulled tube examination results and leak rate tests performed on crevices restricted due to the top of tube sheet denting. The results from the tube examination and leak rate tests are used in this report to show that continued operation does not represent an unreviewed safety question. The safety evaluation is based on an operating leakage limit of 200 gallons per day, therefore, we will continue our enhanced leak rate monitoring program for the remainder of the current operating cycle.

WCAP-12790 contains information proprietary to Westinghouse Electric Corporation. It is supported by an affidavit signed by Westinghouse, the owner of the information.
The affidavit sets forth the basis on which the information may be withheld from public disclosure by the Commission and addresses with specificity the consideration listed in paragraph (b)(4) of Section 2.790 of the Commission's regulation.
Accordingly, it is respectfully requested that the information which is proprietary to Westinghouse be withheld from public disclosure in accordance with 10 CFR Section 2.790 of the Commission's regulations.
Correspondence with respect to the proprietary aspects of the Application for Withholding or supporting Westinghouse affidavit should reference CAW-90-110 and should be addressed to R. P. DiPiazza, Manager of Operating Plant Licensing Support, Westinghouse Electric Corporation, P.O. Box 355, Pittsburgh, Pennsylvania 15230-0355.
We would like to arrange a meeting between WPSC and the NRC staff to discuss the contents of this report and our plans for the 1991 refueling outage with regard to eddy current data analysis and steam generator tube concerns.
