Letter from TVA to NRC, "License Amendment Request to Utilize Methodology Described in Technical Report No. SQN2-SGR-TR3, Alternate Rebar Splice - Bar-Lock Mechanical Splices (TS-SQN-201 1-02," dated April 21,2011 By the reference letter dated April 21, 2011, the Tennessee Valley Authority (TVA) submitted a request for an amendment to Sequoyah Nuclear Plant (SQN), Unit 2, Facility License No. DPR-79. The amendment request provides a revision to the SQN Updated Final Safety Analysis Report to specify an alternate methodology for concrete reinforcement bar splicing.
During a teleconference between Nuclear Regulatory Commission (NRC) and TVA representatives on May 25, 2011, a question was identified regarding splicing crew member qualifications. The following clarification is provided.
For the Sequoyah Nuclear Plant, Unit 2, steam generator replacement activities, members of each splicing crew involved in installation activities (e.g., final rebar preparation, coupler positioning, bolt torquing) will be trained and qualified to install the Bar-Lock Model 6L and Model 8L couplers.

U.S. Nuclear Regulatory Commission Page 2 June 1, 2011 On further review, it has been determined that the request to use Bar-Lock mechanical couplers for concrete reinforcement bar splicing does not require NRC prior approval in accordance with 10 CFR 50.59, "Changes, tests and experiments." As a result, TVA has decided to withdraw the referenced license amendment request.
