05000259/2010004, 05000260/2010004, 05000296/2010004, 07200052/2010003, and NOTICE OF VIOLATION, BROWNS FERRY NUCLEAR PLANT
Dear Mr. Krich:
Thank you for your letter dated November 29, 2010, (ML103360040), from Mr. K.J. Polson, Browns Ferry Site Vice President, in response to our Inspection Report No. 05000259, 260, 296/2010004, 07200052/2010003, and Notice of Violation (EA-10-215) dated October 29, 2010 (ML103020408). The Notice of Violation described a violation that was identified during an inspection conducted by the Nuclear Regulatory Commission (NRC). The violation involved a repetitive failure to control transient combustibles in the proximity to loaded HI-STORM casks.
We have reviewed your response and find that it meets the requirements of 10 CFR 2.201. In your response you stated that Browns Ferry was in full compliance. You also described additional actions you plan to take to address the reasons this violation occurred. One regulatory commitment was included in your response. This commitment was as follows:
General Operating Instruction, O-GOI-300-1, "Operator Round Logs," will be revised to include: (1) requirements for Operations personnel to identify and correct hazards within the ISFSI Pad Exclusion Zone, and (2) Operations escort responsibilities within the ISFSI Pad Escort Zone.
We reviewed the adequacy and status of your corrective actions and documented the results in NRC integrated inspection report 05000259/2010005, 05000260/2010005, and 05000296/2010005 (ML110400431).
