By application dated June 1, 2010 (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML101590218), as supplemented by letters dated January 18, 2011 (ADAMS Accession No. ML110250287), and March 14, 2011 (ADAMS Accession No. ML110740158), Dominion Energy Kewaunee, Inc. (the licensee), requested an amendment to Renewed Facility Operating License Number DPR-43 for Kewaunee Power Station (KPS). The amendment would revise the KPS current licensing basis (CLB) to allow the use of new automatic load tap changers (LTCs) on new transformers that provide offsite power to KPS.

In an email dated May 12, 2011, followed by a conference call on May 18, 2011, attended by:

(1) NRC Staff: Karl Feintuch, Gurcharan Singh Matharu, Roy Mathew, and (2) Licensee Staff: Thomas Breene, William Hennig, Bruce Lord, you described the status of calculations needed by the transmission system operator, American Transmission Company (ATC), to upgrade its monitoring program, known as Delta-V monitoring function, prior to allowing operation of the LTCs in the automatic mode. During that discussion the licensee staff stated that the Delta-V monitoring function is a required feature for operation of the LTCs in automatic mode.

The NRC staff has determined that it needs additional information to complete its review.

RAI Items follow:

RAI #1: Provide an overview of the existing procedures used for communicating postulated grid voltage required for plant shutdown.

RAI #2: Provide an overview of the proposed changes in the Delta-V monitoring function that will be required to allow operation of the LTCs in automatic mode.

RAI #3: Provide a summary of procedural guidance that will prohibit automatic LTC operation without the Delta-V monitoring function.

RAI #4: Provide a summary of procedural guidance that will be used when the LTCs are operational in automatic mode, and the ATC monitoring function is unavailable. Include details on guidance available to ATC personnel required to inform KPS when the monitoring capability is not available.

RAI #5: Provide a regulatory commitment to prohibit the automatic LTC transformer operation without the Delta-V monitoring capability being fully functional.
