SAFETY EVALUATION REPORT RELATED TO THE LICENSE RENEWAL OF DIABLO CANYON NUCLEAR POWER PLANT, UNITS 1 AND 2
Dear Mr. Conway:
By letter dated November 23, 2009, Pacific Gas & Electric Company submitted, for U.S. Nuclear Regulatory Commission (NRC) review, an application to renew the Diablo Canyon Nuclear Power Plant, Units 1 and 2 (DCPP), operating licenses for up to an additional 20 years. The license renewal application (LRA) was submitted pursuant to Title 10 of the Code of Federal Regulations Part 54, Requirements for Renewal of Operating Licenses for Nuclear Power Plants. The staff determined that the LRA was complete and acceptable for docketing on January 8, 2010.
The staff has reviewed the DCPP LRA, conducted site audits, issued requests for additional information (RAls), reviewed the applicant's responses to the staffs RAls, developed its Safety Evaluation Report with Open Items Related to the License Renewal of the Diablo Canyon Nuclear Power Plant, Units 1 and 2 (SER with Open Items), and reviewed the applicant's comments on the SER with Open Items. The SER with Open Items was discussed at an Advisory Committee on Reactor Safeguards (ACRS) subcommittee meeting on February 9, 2011. The staff has closed the open items discussed in the SER with Open Items. Section 1.5 of the enclosed Safety Evaluation Report Related to the License Renewal of the Diablo Canyon Nuclear Power Plant, Units 1 and 2 provides a summary of the open items including the actions taken to close the open items. On the basis of this review, the staff has developed the enclosed SER to document its findings associated with the safety review of the LRA and supporting documentation.
As indicated in our letter dated May 31, 2011, the NRC will not finalize a decision on license renewal until completion of 3-D seismic studies and your receipt of a coastal consistency certification. Any changes to your current licensing basis that materially affect the contents of the LRA, including changes as a result of the seismic studies, must be submitted in accordance with 10 CFR 54.21(b). The staff will supplement this SER, as necessary, considering any relevant new information from the seismic studies, operating experience, and annual updates prior to finalizing a decision on license renewal.
