UNITED STATES DEPARTMENT OF COMMERCE j National Institute of Standards and Technology 3/4* - / Gaithersburg, Maryland 20899-May 11, 2011 U.S. Nuclear Regulatory Commission Document Control Desk Washington D.C. 20555-0001 To whom it may concern:

The National Bureau of Standards Test Reactor, Docket No. 50-184, is currently shut down for modifications to a variety of systems. It is scheduled to be restarted no later than the end of February, 2012.

During the period of the shutdown, it will not be possible for our licensed operators to operate the controls for the reactor. Prior to restart for similar situations in the past, wehave taken the following actions:*

L'.

1.-All licensed operators received training on all systems and procedures that were changed or modified as a result of the work done during the shutdown.

2. All licensed operators performed a startup and shutdown.

This approach has proven to be successful, and it is our intention to apply it to the present situation. We will remain in complianceWith our requalification plan during the extended shutdown period.

If you have any questions, please do not hesitate to contact me.

Sincerely yours, Dr. Robert M. Dimeo, Director NIST Center for Neutron Research ....
