Technical Specification 5.5.9 U.S. Nuclear Regulatory Commission ATTN: Document Control Desk Washington, DC 20555-0001 Monticello Nuclear Generating Plant Docket 50-263 Renewed Facility Operating License No. DPR-22 Update to Technical Specification Bases and Technical Requirements Manual This letter provides the Northern States Power Company, a Minnesota corporation (NSPM), d/b/a Xcel Energy, updates to the Technical Specification (TS) Bases and Technical Requirements Manual (TRM) for the Monticello Nuclear Generating Plant (MNGP). The TS Bases are being provided in accordance with Specification 5.5.9, "Technical Specification (TS) Bases Control Program," on a frequency consistent with 10 CFR 50.71(e). The Technical Requirements Manual (TRM) is being provided in accordance with 10 CFR 50.71(e). The enclosed compact disc (CD) provides current copies of the entire MNGP TS Bases (Revision 16) and MNGP TRM (Revision 7).
A description of changes to the TS Bases is provided in Table 2, "Technical Specification Bases Record of Revisions," located near the beginning of File 001 (see below) on the enclosed CD. A description of changes to the TRM is provided in Table 2, "TRM Record of Revisions," located near the beginning of File 002 (see below) also on the enclosed CD.
Both files are provided in their entirety electronically on CD in accordance with U.S. NRC, "Guidance for Electronic Submissions to the NRC," Revision 5, dated June 25, 2009.
