  • Raleigh, NC 27602 Wake County Emergency Management has reviewed the Emergency Plan supporting the Combined Operating License Application for two new proposed generating units at the Harris Nuclear Plant and certifies the following:

The proposed emergency plan meets the standards for emergency plans set forth in 10 CFR52, and is also consistent with Wake County Department ofPublic Safety Emergency Management Division's emergency-management standards; Wake County Emergency Management has participated fully in the past and will continue to participate in the continuing planning efforts and scheduled field demonstrations for this Emergency Plan; Wake County Emergency Management is committed to leading the effort to ensure that the health and safety of the public is maintained as the highest priority in the implementation and continued improvement of the emergency preparedness and response plans for the Harris Nuclear Power Plant site; and Wake County Emergency Management is committed to meeting its statutory and regulatory responsibilities under the plans in the event of an emergency, in continuing cooperation and collaboration with Progress Energy.

Wake County Emergency Management concurs with the proposed emergency classification system, initiating conditions, and emergency action levels described in the Emergency Plan and evacuation time estimate update. (HNP Development of Evacuation Time Estimates, August 24, 2007.

It is my understanding that the specific nature of arrangements in support of emergency preparedness for operation of the proposed new nuclear units will be clearly established in a properly executed and binding letter of agreement that will be included in the Emergency Plan, if and when Progress Energy proceeds with construction and operation of the new units.
